Reforma Eleitoral - Efetividade X Inefetividade

RESUMO

O trabalho trata da dicotomia referente à reforma eleitoral no que diz respeito a sua efetividade e inefetividade. Historicamente se narra os acontecimentos e as principais reformas eleitorais ocorridas ou não, atentando para o fato de que as maiorias das reformas continham interesses subjetivos e privados. No segundo capítulo discorrem-se as razões para se efetivar a reforma. No terceiro capítulo são apresentadas as propostas atuais de reforma, assim como os principais entraves para a real mudança. No quarto capítulo são sugeridas algumas reformas que poderiam se fazer se houvesse vontade e ação necessária à mudança. O trabalho chega à conclusão de que a efetividade das reformas políticas apresentadas historicamente até hoje é muito pequena ou quase nula devido a interesses escusos ao bem comum. É notado inclusive que nunca houve real vontade e ações para se modificar estruturalmente o problema. Por fim lança sugestões para a efetividade e aponta como problemas o interesse pessoal dos detentores do poder e o alheamento e falta de qualidade no pensamento crítico dos eleitores, entre outros fatores.

ABSTRACT

The paper deals with the dichotomy of electoral reform with respect to its effectiveness and ineffectiveness. Historically, the events and the main electoral reforms have been described or not, taking into account the fact that the majority of the reforms contained subjective and private interests. In the second chapter the reasons for reform are discussed. The third chapter presents the current reform proposals as well as the main obstacles to real change. The fourth chapter suggests some reforms that could be made if there was the will and action necessary for change. The paper concludes that the effectiveness of the political reforms historically presented to date is very small or almost nil because of vested interests for the common good. It is even noticed that there was never any real will and action to change the problem structurally. Finally, it makes suggestions for effectiveness and points out as problems the personal interest of the holders o power and the lack of quality in the critical thinking of the voters, among other factors.
